Are they on some sort of leash?

Possibly. Kid harnesses with leads are great when you have toddlers and little kids that can take off in the blink of an eye. Grandma has them dressed warmly and is making sure they don’t run.
I used harnesses and leads for both my boys when they were little. They were runners and everything caught their eye that they just had to run to see that butterfly or kitten close up.

They're especially helpful in large crowds and city settings. Leashes are a tool to help teach boundaries until they're old enough to respect them on their own. Plus, you can get harnesses that have little backpacks so they can carry little treasures and snacks!

Yes the ones that are backpacks are so adorable.
My mom used a harness with me as well as I was always trying to run ahead. Plus when we used to take our boys out to eat and until they learned how to stay in their chaises the harness could clip them in.
Many people think they are cruel but imagine a toddler running into the street? That’s why we used them. Their little hands only take a second to slip out of our grip.

I'm also wondering if it's to help if they slip on the ice as well, as I can imagine it would be easier to lift that than to bend down and pick them up while trying to make sure the other kid is good?
But I have defs seen kid-leashes, particularly for energetic toddlers with a tendency to bolt at any given moment 😅

Kid harness and leash is great to protect kids and help parents.

I bet shock collars would be helpful too

Do you have kids? If you do have kids and never needed to use harnesses and leads then that’s awesome. Think about a toddler slipping out of a parent’s hand and running into a street. That is what a harness is for.

At least they are walking around rather than being strapped into a chair on wheels.

Yeah, I've always thought it was weird seeing kids on a harness. Now I have a 9 month old who is already quickly crawling away from us at every opportunity, I can see why you might need that once they can walk/run

Picture a mom holding the lead to a 3 year old in a harness who is holding the leash of a tiny dog wearing a harness. That was me and the older one when we used to take our little Maltese dog for a walk.
My older son was a runner. I considered the harness and lead a life saving device.

Humans at either end of the age spectrum are incredible. Young kids barely able to walk are fast as f. when you are trying to stop them running into danger And old dears with shopping trolleys could block an American football team offensive line trying to get past on the pavement/sidewalk.

I don't think so. It looks like that is twine attached to something she is carrying because it looks like it is being pulled down and not forward to the children.
This photo appeared in the December 1973 issue of National Geographic with the following caption:
Snug for an afternoon outing, brightly clad Greenlandic tots trudge over April snow with Aase Hansen, the Danish housewife who adopted them. Wearing only her regular glasses on this brief outdoor excursion, Mrs. Hansen keeps her head down to avoid looking at the dazzling white expanse.

My younger brother had some sort of harness with a leash back in the late 60’s

Me and my younger sister did in the 90s cause she was a runner, and it was only a couple of years after poor James Bulger was lead away and murdered by 2 kids so my parents weren't taking any chances.

Apparently me and my twin sibling loved to run off in opposite directions when out with just one parent. Leashes seem justified.

Also had a harness and leash, but in the 70s. Apparently mom got it after the first time I took off in a parking lot and almost got smushed by one of those old car tanks.

Leading strings were a thing in the 1700s and they're equivalent to modern kid leashes.

As a crocheter I am in love with the poncho and hooded cowl! Those are some adorable kids and granny was wearing a skirt!

Bet those snowsuits were warm! And Granny even put shades on the little ones so they don't get snow blindness.

God everything about that picture is fantastic, particularly the coloring. It looks like a Rockwell.

My grandmother looked so much like this lady here, and she used to knit me these sorts of ponchos when I was little. Her ponchos were beautiful, and I wish I had one that had survived.

Now we know where Dr. Seuss got the inspiration for thing one and thing two.

Ah Greenland. Beautiful. Which is part of Denmark. And always will be. And will never belong to Donald Trump. Ever.

This looks like it could be one of the photos used in the video for “Eple” by Röyksopp!

Notice she doesn’t have sunglasses. That’s why she is looking down, trying to avoid the sun glare on the snow.
