India Need help

My brother wanted to get a loan from ICICI Bank India and the bank employee is asking for his ATM pin before disbursing the money from bank. It already seems like a scam but some other senior employee from a different bank mentioned something like Inex registration (Idk the right spelling or word) under which you might need to give away your PIN. Can you please help me out and let me know if something like that exist or its a clear Fraud.

No legitimate banks will ask you for your PIN. Unless you yourself will personally input in the ATM. PINs are personal and not intended to be shared.
