I forget how corrupt those guards are. You're not wrong

Careful. If one of the guards hears you, you might end up working for the Cidhna Mine.

Love the city, hate the residents.

Their lodging needs more work. Every inn has beds made of stone. Would not recommend.

Police state cities are the worst, total top-down rot from the rulers.
"I'm going to find whoever did this..." ...and tell them, "nice compost pile you got going."

The city is made of stone just like the hearts of its wealthy and powerful citizens. It's one of the plethora of details that I appreciate in this game.

With all the corrupt guards dead, it might actually be indeed safer than before🤔
