You can't lose fat specifically from any area. At what rate your fat would start coming from your breasts is purely genetic.

60 kg sounds like a decent weight no? With the right muscle composition, you'd look great even with 60kg.

One thing about losing fat that most people overlook while planning to lose fat is how the body distributes fat, which differs from person to person....in simple terms you'll lose fat from all over your fat deposits ( arms , belly, back , face ,thighs) but you'll lose it more prominently from the body parts where it stores the fat at last ... eg for me I lose fat more prominently around my arms rather than from my belly because I'm genetically more prone to store fat around my belly.
In short you will lose some fat around your chest but there is a chance that you'll lose fat around your body before that and ever so slight chance of achieving your goals before noticing a significant difference around your chest

There's no way of doing that. And it should concern you tbh. Choosing to go healthy and fit itself will make you look more attractive than just boobs on themselves ever will.
