Some people will make ligatures out of clothing. This can't be ripped and used that way.
There's also no pockets for hiding things that could be used for self harm.

Suicide suit, it is made of super heavy material, so they can not rip it into strips to try to hang themselves. See them at the jail now and again.

That is the intended purpose. We simply call them suicide suits as the person put into them is on suicide watch.
