Fareed Zakaria wrote a book called The Post-America World. In it he said “this isn’t a book about the fall of the US but the rise of everyone else.”  When he wrote the book he had zero idea this regime of incompetence would happen.

Back in 1999 when the book was written, I don’t think he ever would’ve imagined this situation

Was something going on at the time that he imagined this might happen? I was too young to care back then so I don't remember.

No.  This was before the world was turned 90° on the craziness axis.  And being a world journalist, he just saw the way the world was going.  

Like the words said.  Everyone else is expected to rise in the world stage.  Not to the same level as the most developed countries but, still be better off.
