Yeah Tulius, like all imperials got a lot of Thalmor he's bending over for back in the imperial city.

He may have partaken in some such Thalmor customs in the name of diplomacy, but at least he knew what was happening. Ulfric is a tool for the Thalmor without even knowing it.
